The 26-year-old French international midfielder has teamed up with Brown for the second time after working with him at Bolton Wanderers.
Mendy told BBC Radio Humberside: "My decision is for the coach because I was with him at Bolton for one year.
"Hull has a good stadium, a good president and good team."
Mendy, who joined from Paris St Germain on a free transfer, has signed a three-year contract and was delighted to be back in the Premier League.
"I was asked if I would like to come back and play in the Premier League and for me it's the best league in the world."
