Cisse has been linked with Newcastle, Manchester City and Wigan, but Marseille are still waiting for concrete offers to arrive for the ex-Liverpool striker.
"The closer we get to the start of the season the less chance Djibril has of leaving," Anigo told the Marseille website. "He knows the period after which his exit will become impossible.
"He has been frank with us, we know he wants to go back to England even though there has been no concrete offer.
"We consider Djibril as someone who'll still be in Marseille for our season.
"If he stays it'll be very good for us. We wouldn't be able to replace him at such short notice."
Reports in France suggest Cisse has until the end of the week to arrange a transfer.
