Olympique Marseille are willing to sell Mathieu Valbuena for £10 million.
The Daily Express says Arsenal and Liverpool are interested in the midfield playmaker.
LOM president Jose Anigo said: "If we received a good offer, we won't force him to stay.
"He has given a lot to our club so if he wants to he can leave."
However, Valbuena is an established French international and has a contract until 2017, so Marseille believe that £10m still represents good value.
