Manchester City boss Roberto Mancini wants five new signings.
The Sunday Mirror says Mancini was given assurances that he will once again be given the green light to splash the cash during a meeting with club owner Sheikh Mansour in Abu Dhabi this week.
He feels he needs as many as five big-name signings if he is to build on his FA Cup success.
City are also looking for buyers for Emmanuel Adebayor, Craig Bellamy, Roque Santa Cruz, Wayne Bridge, Shaun Wright-Phillips and Nedum Onuoha.
