Sunderland boss Roy Keane will be handed a £15 million transfer kitty for the winter market.
Portsmouth midfielder Matt Taylor and Manchester United defender Jonny Evans top Keane's wish-list.
The Black Cats are two points above safety but Keane said: "My gut feeling is we'll be okay. We've done all right, but the next step is the biggest one we have to take.
"I believe that at the end of the season we'll have enough points to look back and say we've had a decent campaign. There's still a hell of a lot of work to do but I believe the fans appreciate the progress we're making."
