Hargreaves is off contract in June and the News of the World says United could make a deal which will see him paid £15,000 for every match he plays, excluding all bonuses.
The midfielder has visited specialist knee surgeons in Colorado, Stockholm and London in his quest for a sustainable solution to his knee problem but still has yet to find one.
Hargreaves has been linked with Steve Nash's Vancouver Whitecaps for the coming MLS season.
