The United skipper has been receiving treatment on a sore foot - and was clearly in discomfort during a commercial event at Old Trafford on Monday.
But the striker, who has been suspended for United's last three games after being sent off against West Ham last month, is progressing well and is confident of facing City at the Etihad this weekend.
The Reds also expect Radamel Falcao to recover from the knock which sidelined him for the draw against Chelsea.
If he and Rooney both return, it would give manager Louis van Gaal a full complement of strikers to take on the champions.
