The Times says despite his progression to the senior team, the FA 'will demand' that he features for the under-21s in the European Championships next summer.
The FA feel his five senior caps mean he would still benefit from playing with the younger age group.
Rashford is likely to play an integral part in United's team this season and has started the last four league games.
The FA have struggled in the past to force Premier League clubs to release their young stars for summer competitions if they have already broken into the senior team.
