The 31-year old, who is England's record goal scorer with 53 in 119 caps, has struggled to maintain a consistent role in Jose Mourinho's Man Utd team this season, having made only 15 starts in the Premier League.
The report suggests England manager Gareth Southgate has drawn up his provisional squad, and the Liverpool-born forward's name has not been included.
Southgate will announce his squad tomorrow for the World Cup qualifier against Scotland on June 10th and the friendly against France three days after.
