The Belgium international, after his hat-trick against Granada, was linked with Chelsea, where manager Antonio Conte is a fan.
However, AS says Chelsea won't get a clear run at Carrasco should he become available.
Manchester United and Manchester City are also interested, along with PSG.
Atletico are now scrambling to renegotiate Carrasco's current contract, which carries an affordable €40 million buyout clause.
