Both clubs have made enquiries about Ivory Coast star Seri, who has a £35m buy-out clause in his contract, with Jose Mourinho and Pep Guardiola determined to land the 26-year-old.
United, who are set to lose midfield duo Michael Carrick and Marouane Fellaini this summer, have identified Seri as the ideal replacement, and want to land him in this month's window.
City, who will lose Yaya Toure this summer and need a long-term replacement for Fernandinho, also want to sign Seri, while Shakhtar Donetsk midfielder Fred also remains on their radar.
