The 18 year-old defender is regarded among his country's best young players and recently committed to a new deal to 2017.
The contract carries a buyout clause of £4.5 million, which is well within range of all three Premier League clubs.
Gunners chief scout Steve Rowley, United counterpart Martin Ferguson and City's football chief Txiki Begiristain have all made personal checks on Borja already this year.
