Arsenal are rivaling Manchester United for Everton midfield powerhouse Marouane Fellaini.
The Reds had their £28m joint bid for Everton's Belgian midfielder and left-back Leighton Baines rejected as 'derisory and insulting' by the Goodison Park club.
It was boss David Moyes' second effort to land Baines, but the Reds' first approach for Fellaini.
Everton's refusal to officially put the block on either Fellaini or Baines' exits has alerted Arsenal, who haven't spent anything all summer, says the Manchester Evening News.
