BILD says the Premier League giants have been long-term admirers of the German midfielder, who is out until 2018 with a cruciate knee ligament injury.
The 28-year-old - also being looked at by Europe's elite - runs out of contract in the summer of 2019, and has yet to agree fresh terms.
And United and the Gunners are looking to pounce for Reus, with a shock January swoop or move next summer on the cards.
However, Dortmund expect the ex-Borussia Monchengladbach ace to snub their interest and pen a new contract with the club.
