The FA are aiming to arrange a friendly on September 1 for Allardyce's first game as boss, with Czech Republic the likely opponents.
Roo will lead out the Three Lions for that clash and the opening World Cup qualifier in Slovakia three days later.
The Manchester United star, who has 115 caps, is easily Allardyce's most experienced player.
He is also England's record scorer with 53 goals.
