The Paris Saint-Germain midfielder is in the final year of his contract and appears set to leave the French capital next summer.
According to reports in France, Premier League champions City want him to replace Yaya Toure who left the club this summer.
Rabiot, 23, spent time at the City academy as a teenager before returning to his homeland.
He has become a key figure for PSG but the report claims his relationship with the club has deteriorated.
He was also left out of France's World Cup-winning squad and snubbed the chance to be on the standby list.
