Fernando refuses to sign a new contract with Porto.
The Mirror says Fernando has insisted he will not sign a new deal - opening the way for a summer move to Manchester City.
The Brazilian comes off contract in June.
Manchester United and Liverpool are also keen, but his representatives are hopeful of a pre-contract agreement with City.
