The Sunday Mirror says Adebayor is poised to deal Manchester City a blow by coming out of international retirement.
The striker quit the Togo side in April after narrowly escaping death while on African Nations Cup duty.
Three people were killed when terrorists sprayed the Togo team bus with gunfire in Angola in January.
However, Togo have since gone six games without a win. The country's FA, national coach Thierry Froger and sports minister Christophe Tchao have now launched a charm offensive to woo back former captain Adebayor.
