Le 10 Sport says the defender, 22, is being eyed by Pep Guardiola after playing a key role in France's march to glory this summer.
Interest is said to be high in Pavard, with Barcelona, Juventus and Bayern Munich all linked.
But Guardiola could end up securing his signature in a bid to bolster City's backline.
The Spaniard loves players who can perform to a high standard in multiple positions.
Pavard can play at centre-back or right-back, which makes him an ideal fit for the three-man defence Pep has experimented with at times this season.
