Manchester City have been reported to FIFA by Velez Sarsfield over their pursuit of teenager Benjamin Garré.
De Telegraaf says there's claims City signed the youngster as a 15 year-old.
"I have never experienced such an immoral act," said Velez president Raúl Gámez.
However, City insist they did everything above board, signing Garre only after he had turned 16 in July.
Garre, the son of 1986 World Cup winner Oscar Garre, holds an Italian passport, so allowing him to immediately move to Europe.
