Manchester City have rejected a £16.7 million offer from Besiktas for Robinho.
The Daily Mail says the Brazilian spent the second half of last season on loan at Santos but has increased his market value with some impressive performances at the World Cup.
City do not expect Robinho to play for them again but want to recoup more of the £32.5m they paid Real Madrid for him in 2008.
The player himself is also believed to be reluctant to move to Turkey.
