The People says City boss Mark Hughes sent his spies to watch Villa in action for club and country in the past few days for a detailed dossier on him before he asks his money men for the cash.

Villa (below) is one of the few world stars who City could tempt because his club Valencia are NOT in the Champions League - although they are top of La Liga at the moment.

City think they can persuade Villa - a star of Spain's Euro 2008 success - to come and join them and they will also find the British record fee needed to land their prize.

Valencia would want more than £40m for Villa, but that kind of price does not put off the club's new Abu Dhabi owners who went crazy for Robinho on the final day of the last transfer window.
