Manchester City are believed to be furious with the FA's decision not to reprimand Cesc Fabregas.
The Chelsea midfielder was at the centre of Saturday's brawl at the Etihad Stadium which was sparked after Sergio Aguero's horror tackle on David Luiz.
Fabregas and City midfielder Fernandinho stood toe-to-toe when the Spaniard appeared to produce a cheeky open-hand slap to the face of the Brazilian, prompting a strong reaction.
Fernandinho repeatedly grabbed at the throat of Fabregas, which landed him a straight red card, and a subsequent three-game suspension.
However, City are believed to be infuriated by the fact that Fabregas, who they feel provoked Fernandinho, received absolutely no sort of sanction from the FA.
The two clubs have until 6pm Thursday to respond to the FA's charge of failing to control their players.
