The 21 year-old has been likened to Franz Beckenbauer in Colombia, where he is starring for Millionarios de Bogota.
City are expected to make a serious move for Franco after learning of a formal approach from Porto this week.
Bogota sources say Millionarios are bracing for City to make a major bid for Franco.
