Manchester City defender Kolo Toure could be hit by a two-year ban.
The Mail on Sunday says Toure could still be ruled out for all of next season because of his failed drugs test.
Sporting watchdogs are to study whether the FA were too soft with their six-month ban for the Manchester City defender, who tested positive after using a banned diuretic. The offence can carry a two year suspension.
Both UK Anti Doping and the World Anti Doping Authority, who monitor drug test results, have the power to appeal if they consider a sentence too lenient.
