The People says City have won the race to sign Feyenoord's young midfield general Kongolo - under the noses of Chelsea and Liverpool.
Kongolo is set to become the next top talent snapped up by City who are determined to get the best of the next wave of players.
The youngster - whose older brother plays in the first team - is a strong-running starlet dubbed the 'next Patrick Vieira'.
