Manchester City boss Mark Hughes is reluctant to part with any of his players until he gets new signings in.
"We have had tentative enquiries, but no offers or bids," Hughes told the club's official website. "I am not really in a position to allow players to go before we get players in given the amount of players we have unavailable at the moment.
"I would much prefer to get players in rather than letting players go out first."
Hughes, though, is keen to allow younger members of his squad to leave on loan in order to build up first-team experience.
When asked about loan deals, Hughes added: "We'll look at that because I think it is important that certain players need to be tested.
"We will need to see if they can deal with senior football on a regular basis."
