Manchester City boss Mark Hughes insists he has full control of all transfers.
Previous owner Thaksin Shinawatra had already lined up £19m Brazilian flop Jo before Hughes arrived in the summer and the Thai was also desperate to add Ronaldinho to Hughes' squad.
But with the transfer window just three weeks away, Hughes insists that he is in charge of player recruitment this time round.
He said: "This club is going to change hugely, but the new owners do not tell us who should come or not.
"They just want us to communicate the names of the players we need and they give us the means to sign them.
"We are looking for targets to balance the team. Some are huge stars, but they are maybe not in the positions we are looking to strengthen."
Lassana Diarra (Portsmouth), Roque Santa Cruz (Blackburn) and Wayne Bridge (Chelsea) are likely targets.
