Manchester City boss Sven Goran Eriksson still wants three more signings made before the summer transfer window shuts.
Eriksson, in confirming that there would be a "minimum" of one more new face and a "maximum" of three, hinted that they, like his first eight signings, might also have to come from abroad after English clubs priced their own players out of moves.
"If you want an Elano or a Petrov type player then you have to pay double what we paid," he declared. "If I had bought an English striker half my transfer budget would have gone on one player.
"That is just part of the problem because in any case if you want a top English player they are likely to be at one of the top clubs already and they will not sell."
Despite his penchant for buying in Europe, Eriksson insisted he would be comfortable with any future ruling limiting the number of foreign players at any one club, though he doubted such a rule would ever get past the courts.
"If you want an open and free Europe then you cannot take football from that decision," he concluded.
