Manchester City are battling Premier League competition for Bologna winger Gaston Ramirez.
The Sun says City are willing to go to £15 million for the Uruguay international.
Tottenham and Liverpool have also been linked with Ramirez, 21, but City are in pole position.
The South American star's agent, Pablo Betancourt, said: "I think he could leave this summer."
