Former Tottenham captain Gary Mabbutt has urged patience from fans.
Spurs face missing out on the top four this season.
Mabbutt told talkSPORT: "It is a work in progress. Our latest acquisitions - the seven or eight players we signed last summer - have been at the club for the last six months.
"All of us want things to happen immediately, but it doesn't happen that way in football. Look at Liverpool. They were successful throughout the 80s, they have had a bit of a lull over these few years, but suddenly now they are developing, building up, and coming back to full strength. That is where we are at the moment."
