Lower division clubs are set to reject FA chairman Greg Dyke's B-League proposal.
The Daily Mail says Dyke's ill-fated B-team proposal, the main recommendation from his England commission, is set to be strangled at birth at lower league summer meetings next week.
Dyke is due to present the commission's findings in person to Football League clubs at their summit in Vilamoura, Portugal.
But despite FL chairman Greg Clarke being strongly supportive of the initiative, the huge majority of clubs are firmly opposed and intend making their guest aware of their views.
The Conference teams, who convene at Celtic Manor, are even more hostile to a plan that would upset the traditional football pyramid. It is understood not one of the 276 clubs in the Conference divisions and their feeder leagues supports Dyke's plan B.
