The League Managers' Association are to push their members to work abroad.
LMA chief Richard Bevan said: "People abroad are into English football in a big way so there is a massive market for their talents.
"I would also like up-and-coming coaches to have job swaps for maybe six-month periods with foreign clubs.
"Fabio Capello is the LMA's president so we are certainly supportive of him but everyone's objective is that we have a pool of English guys capable of taking on the England job next time.
"As for the Premier League, it is marketed to 230 countries, 11 clubs are foreign-owned and they are not going to care about the nationality of their managers.
"Our challenge is to put in front of the owners of these clubs, English people who are capable - the fact they have been brought up in our country has got to give them a huge advantage.
"If the LMA communicates better with club directors, maybe Tom Hicks won't be sending out such conflicting messages about Rafa Benitez and maybe Leicester won't have seven managers in three years.
"We all recognise it's a results-driven business but the massive turbulence at certain clubs is an embarrassment to the game."
