Liverpool defender Jamie Carragher says bringing in foreign quotas won't make any difference to the England national team.
He told the Liverpool Echo: "I think a limit on the quota is something they could bring in a few years because it would take some time for clubs to lose the foreigners.
"But I don't think it's a problem with the quality of the foreigners, I think it's the quantity.
"But I don't think it makes that much difference to the national team because I think the 20 best English players will always come through at the top level if they are that good.
"So in terms of the international team I don't think it will be affected that much.
"You only need 20 top class English players and we have that now.
"But for the young lads at the clubs it's about getting the opportunity in the first place and there are so many foreign players here now it's sometimes difficult for young players to get the opportunity to prove themselves."
