France Football says the Reds are weighing up a summer move for the midfielder.
Bahlouli is currently part of the OL U19 squad and Liverpool have decided to push through to sign the youngster.
A right-sided midfielder, Bahlouli's older brother Farès Bahlouli is established at Lille.
