The league’s commissioner, Don Garber, said: “Montreal has dropped out.

“If they can get their bid together they could come in at another time. I think they had to evaluate their private capitalization to expand their stadium, and I’m not sure they were able to come to terms.”

The Montreal bid was being supported by Joey Saputo, the owner of the Montreal Impact of the United Soccer Leagues First Division, and George Gillett, the owner of the N.H.L. Montreal Canadiens and the part-owner of Liverpool of the English Premier League.

“That market is not gone forever, but it is gone for now,” Garber said.
