Liverpool legend Mark Lawrenson says Arsenal's transfer policy looks a shambles.
Lawro wrote in the Mirror: "In any case, so many of the good players have already slipped through their fingers.
"I couldn't see Arsenal outbidding Chelsea for Wayne Rooney.
"Marouane Fellaini will want to work with David Moyes again at Manchester United.
"And it is all just a mess at the Emirates, especially when you look at the decisive way that Spurs and Manchester City - who I think will win the League - have gone about their transfer business.
"It just shows you how far Arsenal have fallen behind."
