He claims City’s rivals are already playing catch-up after his old club spent almost £90m to sign Fernandinho, Stevan Jovetic, Jesus Navas and Alvaro Negredo.
McManaman told the Daily Star: “I would have them down as favourites. The business they’ve done is very good.
“They still have to find 11 points on United but I think they had an off season last time. When they did play United, I always thought they looked a good outfit.
“There was just a lot of instability at City last year and infighting going on.
“There’s a lot of happy people at City now with Manuel Pellegrini in charge.
“It’s a strange time, two weeks or so before the window shuts, because there is so much activity that could still happen."
