Jurgen Klopp was not surprised after Manchester United midfielder Marouane Fellaini avoided suspension for his elbow on Emre Can during Liverpool's 2-0 Europa League win at Anfield last week.
European football's governing body UEFA decided not to take a retrospective action for the foul as the incident was originally missed by Spanish referee Carlos Velasco Carballo during the game and later not included in the match report.
Klopp was once suspended when manager at Borussia Dortmund during a Champions League match against Napoli and believes there are questionable decisions constantly being made by UEFA.
"Surprised? No," said Klopp, when asked about the matter.
"What can I say? It was a situation with different views at the end. A lot of people at UEFA watched it and said it was a normal challenge.
"That is no problem. They gave me three (actually two) games for my face in Naples."
