Reports suggested that the Reds were prepared to part with £90million in order to bring the RB Leipzig striker to Anfield.
But the Liverpool Echo claim Jurgen Klopp has no interest in signing a striker this summer.
Werner, 22, has scored 18 goals for Leipzig this season, building on his impeccable 21 goal tally from the previous campaign.
Despite acknowledging Werner's potential, the performances of Roberto Firmino this season have dwindled Klopp's need for another forward.
Instead, the German wants to fast-track Rhian Brewster into his first-team set up. The 17-year-old has been doing his rehabilitation at Melwood, rather than the Kirky Academy, since going down with injury in January.
