Former Aston Villa boss Brian Little says the club's sale needs to be finalised.
Little acknowledges the club needs fresh impetus.
"An outcome needs to be reached about the sale of the football club, something needs to happen before anybody could get anywhere near excited about the whole thing really," Little told the Birmingham Mail.
"They've signed two experienced players with Cole and Senderos going there. Those two players would love the fact they're staying in the Premier League, but we'll just have to wait and see how they get on.
"I see one of the rival teams, the Albion, signing a player from Manchester City who a lot of clubs would've wanted to sign and possibly would have paid him a fair amount of money."
