La Repubblica says Lazio are launching a €25m offer for the Spain international.
With new manager Maurizio Sarri now installed, a change of system at Chelsea could see Pedro squeezed out.
Lazio are moving for Pedro as a replacement for Felipe Anderson after his switch to West Ham.
The winger is now inside the final year of his current Chelsea deal.
