Chelsea midfielder Frank Lampard admits they lack a killer instinct.
His first-half penalty - Lamps' 150th Prem goal - looked to have earned the Blues three precious points in the battle for fourth place on Monday.
Then poor defending let Fulham equalise with just eight minutes to go.
Lampard said: "I watched Arsenal play on Sunday. They won in the final minutes and have done it in previous games. Manchester United do it regularly too.
"Unfortunately, we haven't been able to do that. There are a lot of reasons for it. Fulham put us under a lot of pressure and sometimes you just have to hold your hands up.
"The most frustrating thing is I felt we had a real stranglehold at the start of the second half. But we let them back in it."
