Blackburn Rovers boss Steve Kean admits he's working on a limited budget in the winter market.
Barclays have asked for £10million of the club's overdraft to be paid back, meaning there is little money for new players.
Kean said: "It's slow everywhere but we've been very, very busy over the last eight or nine days. Clubs are deciding to be slow in responding.
"We're actively trying to improve the areas I think need improving and I'm confident we'll get people in."
