Moratti's blast came just hours before Milan's Coppa Italia elimination by Udinese last night.
"I think it's only normal after Sunday's game, as they too were disappointed," said Moratti of Inter's 2-0 victory.
"When you are disappointed, you don't feel like saying anything. I understand that. What could they say after that derby?
"I don't want to further stir up trouble and I can't say I'm surprised that Jose Mourinho and general manager Ernesto Paolillo were deferred to the disciplinary commission.
"In terms of football, I say the derby is closed. Now everything is clear, even reading the newspapers and everyone can take whatever judgment they want from these events.
"We put a stop to the derby debate here. For the rest, there is the hope that everything can be normal and we can go forward in fairness.
"We believe that and truly hope that every team can be allowed to do its best."
