Livermore is on-loan at Hull from Tottenham.
"I've played with Andros and I've been saying the same thing for two or three years now – that he's got enough to set the Premier League alight," he told the Hull Daily Mail.
"It's just a matter of getting games and showing people what you can do. You can be the best player in the world but if you're sitting on the bench, coming on for 10 minutes, you can't really show what you can do.
"He's showing that it can be done (getting England call-ups) but maybe players need to go out to get their chance.
"There's a lot of talent in the country and even at my parent club Tottenham, they're bringing through an awful lot of players."
