The 26-year old defender underwent his second loan spell with Pompey last term and impressed the South Coast club so much that they are set to offer him a permanent deal.
But Halford insists he wants to return to the Molineux and play Premier League football with Wolves.
"The manager, Steve Cotterill, has expressed his desire to sign me permanently and now that the takeover has gone through I have no doubt that Wolves will be getting a call from them," Halford told skysports.com.
"I'll cross that bridge when I come to it, but I still haven't been given a real chance at Wolves and I'm eager to play regularly in the Premier League.
"Having worked so hard in pre-season to make the 25-man squad last season I felt that I should have been given more of a chance once the season started.
"Hopefully, I can kick on during this pre-season and show the gaffer what I can bring to the table and add to the team."
