West Ham United will make cash available to new manager Avram Grant.
The Portsmouth boss is expected to be named new Hammers manager on June 1.
The Daily Star says West Ham owners David Sullivan and David Gold have promised Grant £15m to spend in the transfer market to persuade him to replace the sacked Gianfranco Zola.
