With PSV Eindhoven midfielder Jason Culina already on his way, Palmer plans to strike terms with Derby over a long-term loan deal for Sterjovski, who has failed to make an impression with the Rams since arriving last season.
Sources in England have revealed United are negotiating a deal which would see them pay a $600,000 loan fee.
This equates to 60 per cent of Sterjovski's $1 million annual salary at Pride Park.
Palmer told the Gold Coast Bulletin: "Everybody had a bit of a laugh when we said we were going to win the competition. What we have done is seriously address that problem. And now we say: 'why can't we win?
"I can't see why not. We also say we're going after the Asian Championship and we have built a team that wouldn't be frightened to play anybody in the world.
"Our plan is to excite the competition, that's why we have targeted people like Jason Culina."
