Joachim Low is being linked with the Tottenham job.
The Telegraph says Spurs are understood to be committed to talking to "a coach who is at Euro 2012", according to sources, which indicates that France coach Laurent Blanc is on the club's "short short-list".
Blanc is keen to return to club management and his representatives inquired about the Chelsea job before Roberto Di Matteo was awarded a permanent contract.
Croatia's Slaven Bilic, who was also interested in Spurs, has already agreed to take over at Lokomotiv Moscow while the other outstanding coach at the tournament is Germany's Löw.
